Yes. Send us the rejection message and a build. We will tell you what caused it and how we would fix it.

Do we need our own developer account?

Yes. The app should belong to you. We help you set up the account if you do not have one.

Can you publish an app that someone else developed?

Yes, after a short review of the build and its permissions.
